Cobalt Blue Off The Shoulder Dress Beige Fringe

Adorable Spring / Summer dress in cobalt or royal blue with elasticized band at the top so it can be worn off the shoulder. Has pretty embroidered detailing with fringe. Looks so great on. The hanger really doesn’t do it justice. Hits about 2 inches above the knee (I am 5’ 4”.). Material is like a summer gauze. This item is new with tags. It is a Small but has a very generous fit.
