NWOT Pretty white knit elasticized neckline tiered dress, with a raised stripe that gives it the look of seersucker, from Caution To The Wind. The neckline can be worn on or off the shoulder, and the puff sleeves have elastic at the cuffs. I'm 5 foot 5, and the length hits me at the knee.
