hopesparkles I've wondered the same thing. And the only positive reason I could come up with is that someone may want to give a new gift bought here that did not come with a bag to someone in one of the bags. Or maybe someone thinks their item will sell better if they have the accompanying bag. I know it's a stretch, but I'm trying to give someone the benefit of the doubt. ;-)
