Brown Build-A-Bear Stuffed Animal Plush The Flash Outfit Wired Arms Sound JL

This Build-A-Bear is in good condition. The bear itself is in excellent condition. The outfit he's wearing is in fair condition as it has some snags in it, especially to the bag of the outfit, see photos. The outfit is removable. There is a sound box in the right foot, it has several phrases or sayings, but I'm having difficulty understanding what it is, I'll include a video of the sound (I can only include 10 seconds, so it's not all of the recording). There is a lot of laughing and maybe it's in a different language? There is wire in the arms, when you move one arm, they both move, they can't be moved independently, the legs are not wired. The arms don't stay in the 'up' position. Please see all photos.
