Are these boots used or new? And it say’s circumference is 15 , I’m a 13.5 , I know some vary in size, is there a way to measure that ?

@dream_mountain they’ve been worn once, and I got the size wrong, they are an 8, online it does say they run about half a size bigger per reviews so they will fit like an 8.5 and according to the website these are the correct measurements:
Foot Length:
9.5 in
Shaft Height:
20.25 in (from the heel to the top of the boot)
Shaft Circumference:
15 in (around the top of the shaft)
Heel Height:
1 in
