Blue maxi tiered skirt with ombre coloring

Very soft skirt by elan. Although it’s labeled a size small it fits more like a medium. I’m size 0 to 2 and it doesn’t fit, but I think it would fit anybody from size 4 to 8. Elan for Anthropologie. The waistband measures 12 inches but can stretch so much more. The length is 45 inches. It would be so great on somebody a little bigger and taller. I’m only 5 feet.
