Blue flapper costume and black fishnets

Blue 1920s flapper style costume dress with black fishnet tights. I bought this and it was too small on me. Previous owner was the original owner, she only wore it once, and I couldn’t get it over my head to even wear it. She wore the fishnets once, I wore the fishnets once, so the costume as a whole has been worn twice, no damage known or visible. 16” across, 28” down. Fabric does not stretch.
