Blue and white rose pattern skirt with ruffle trim hem

This skirt is lovely. Fitted straight from waist and across the hips then flairs into beautiful feminine ruffle hem. 17.5” across at the waist and variable hemline (see pics) The fabric does not stretch. It is modestly thick. It is not lined but not at all see through.
