Black short ruffled mini skirt with elastic waist (small)

Short black mini skirt with three layers of soft lace ruffles with silky soft slip skirt material underneath. Waist is wide elastic band, can expand from 24” up to just under 30”. I used to wear it when I had a size 29” waist. Made in the USA. Size says medium but I would say this is more like a small. Skirt length = 10” (just barely cheeky)
