There are no material labels or any brand marks visible so we can't provide any details or prove anything. We're not sure how to work the extra tab but assume it has something to do with adjusting the length or function for use as a strap. Pre-owned, no damage, no tags. We can't prove "new", so we have to go with "pre-owned" or "used".
