The fringes are tied to a layer of mesh on top of solid smooth black top. The collarline has scalloped finish. Solid back. The fringe extends to 4.5" Stretchy fabric is 12.5" across laying flat unstretched and 8.5" from collarline to the fringe. Really fun to wear. Gently used. A unqiue piece.
