pinklyrique @piecesofjen hi hun, the size chart of this brand says for size 4: bust 34", waist 26 1/2", hips 36 1/2". So I think this brand runs a tiny bit small. I'm sure it'll fit your shoulders if you're a 0-00, but I don't know about the other areas. It should work if you are a C-cup. The jacket will just drape with a more fitted top. :-) hope this helps!
