New, no tags. This is from a defunct Japanese Gothic lolita and punk street fashion brand called PEACE NOW/ BLACK PEACE NOW (BPN). It's a plush black velvet with soft black lace applique. This is standard Japanese one size and runs small. It fits about XXS-S with about a 25" waist. My dress form has a 26" waist for reference. New price was about $185 + tax
