Axes femme burgundy red lace neck sweater

Purchased secondhand in Japan- good used condition but there is some kind of white substance towards the hem on the front. I believe a turn the washing machine would get rid of it. I wasn't able to wear it because the sleeves were too short for me (see pictures of measurements), so this will arrive in the condition in which it was sold in Japan. Japanese medium, but this would probably best to fit a US extra small or small Smoke and pet free home.
