Antique Victorian Silver Plate Toothpick Matchstick Cigar Holder Ashtray Webster

Very good condition - normal wear from age and use. Please see the photos. I'm not 100% sure what this piece was made for. E.G. Webster & Son made a cigar cutter using the same base, but I haven't found a similar piece with the double cup on top and the small tobacco pipe sitting in the ash tray portion. I'm guessing the two cups are either for holding matchsticks or cigars and the lower portion is to be used as an ashtray. It is marked E.G. Webster & Son NY on the base along with the number 418. It measures about 3 1/4" tall and 3 1/2" across.
