Antique Plate 1893-1923 Embossed "FOREIGN" on Back Old Folkart Dancing Couple

I have no proof of origin of this plate. I do however believe it is probably German. It is clearly imprinted with the word foreign on the reverse. Countries would often mark their exports in this way between the years of 1893 and 1923. I have taken photographs of various angles, trying to capture the raised effect of the paint. The edges are accented with gold paint. I can feel a little roughness around those sides but it is not visible to the naked eye. This plate is in wonderful condition for its age.
