Antique (1900-1920) Folk Art - Carved Wooden Plate - Artist Signed

This piece of antique artwork is at least 100 years old. As you can see, the paint has chipped over those years. There was no glaze painted over the art, so the oil painting has always been fully exposed. Although aged, I find this piece particularly interesting, I have searched & spent much time hoping to identify the country of origin, but mostly the type of Folklore Scene it depicts. If you look closely at the woman, with yellow (blonde) hair, there's a large unusual hat she's wearing. I don't think this is a Spain cultural scene, guessing more Hungarian? At any rate, its a wonderful OOAK piece of folk art, could be useful to a beginner in art restoration to practice on? Measurements are: 11" diameter, 8" diameter (center painting), and is 1.25" deep or extends that far from the wall if hanging.
