It is a dress but is meant to look like a two-piece set or a top perfectly paired to a skirt. No need to fret about matching a top with a skirt when you can let this dress do the styling for you! 😉 Top portion is navy blue with cute red anchors scattered decorative buttons. The button at the top of the keyhole peekaboo hole in bodice is functional. Flattering fit-and-flare silhouette with full circle skirt that has lots of volume due to having a lining with tulle underlay. Size small. Top portion/bodice has some stretch. Waistband and skirt material does not have stretch. Fitted at waist. Great used condition. Some general signs of wear including some pilling to top fabric (see photos for example). Cotton skirt is a bit wrinkled and wrinkles easily, as is the nature of cotton. Both the bodice and skirt fabric attract lint easily. (Not a flaw, but more of an annoyance to me, and worth mentioning.) ***Also have this same dress in black & white houndstooth print!
