Alter’d State floral blue and white dress. Top can be worn on or off the shoulder. It has an elastic waist and tie in the back (neckline). It also has a second lining skirt. It is a size Small and in excellent used condition! No holes, rips, stains and very minimal signs of wear! Arm pit to arm pit is approximately 15.5 inches when lying flat Waist is about 13 inches (more when stretched!)
