Many stretchy black material has these marks, uncertain of the cause. Google says to wash the garment, which I have not done so. Price reflects blemish. Belt is attached to the dress with elastic band with hook closure. Snap button at shoulder. Materiel has some stretch. Best for XS, I’m a S and feels snug on me. I’m 5’4” for length reference.
