Adorable xlg top, sheer overlay lined

I just bought this but it is too small in the bust. It is so cute and looked good with my army green cotton capris. However it was on a minute and the bust line shifted and looked too small....so, the tag was removed though it is new. I prewashed it in cold and air dryed. In my opinion it fits like a large,maybe it's the cut/ style.
