@gordoyflaco2 good morning! Flat across the chest is 22 inches and flat across the waist is 18 inches. There is no elastic or stretch in the material. Just thought I would let you know that as well. The dress is absolutely gorgeous and in perfect condition. I do want to tell you that I am leaving to travel in a few hours. I’m not trying to rush you in any decision, but in case you were looking to get it quickly, I would need to ship it today because I won’t be back until Monday.
