cml2024 @sdcfire Hello, this item is in excellent condition. These were my sister-in-law’s that she gave to me. I’m not sure how many times she wore them. But they look and feel like new. They do not have stretch. There is no spandex or elastane. Based on the rise and waist measurements I would say these are meant to sit at the hip. Hope this helps.
