Antique Opalware Sugar Shaker or Muffineer with Hand Painted Blue Florals. Made by Challinor, Taylor & Co in Tarentum, PA. (information found on the "Antique Glass Salt & Sugar Shakers" website) The company operated 1884-1891. The copper top has a split and patina from age, see photos.
