No material tag but this definitely feels like a cotton or a cotton blend. It is a full square dancing skirt and in excellent pre-loved condition. The waistband is elastic and it has an attached lace belt that can be adjusted as needed. Is super full and could accommodate a full tulle slip underneath and any size from extra small to small. Waistband measures approximately 12 1/2 inches and stretches to 16. Elastic is thick and comfortable and in really good shape. Total length approx 21”
