Yes correct. The waist is elastic so lots of stretch. The measurement was taken laying flat. The material itself has lots of flows stretch! Very flattering dress Hope that helps

Hi Liz, the waist is laying flat and not circumference. With this said that would fit you! However the dress is long. I am 5 10 . you would need to consider taking the length up
