Beautiful floral dish!
Eastern Flowers pattern was released at least 2 times by Wedgwood. Wedgwood often reused patterns with minor modifications.
1910-1920s (best guess): Eastern Flowers with a green or gold decorative border
1945 - 1965: Eastern Flowers without color rim border, instead has a line trim.
Wedgwood markings from 1860 to 1929 used a three-character mark. Prior to 1907, the 1st character represent month letter, but was reused on 1908 to denote the version of the Year mark (3rd character). the 2nd character is the potter. that made the piece.
My guess (not an expert!):
3 - not the month, use the 3rd year code
J - potter's mark
Y - 1922 (pattern introduced after 1907)
