Can u measure the diameter of the sequin belt? And does this dress stretch ?

Hi! I measured the sequined waistband at approximately 15 inches across laid flat (about 30 inches around). The dress has very little stretch, especially through the top/waist. I also added the brand sizing chart to the listing for reference.
