Hello, is this more like a vest with fringe hanging over arm from the shoulder?

Hi! I think pic 4 helps show it the best. It’s considered a vest, but very open on the sides. Meant to layer over another clothing piece. The fringe is around the edge of the openings. Fringe on the front and extra fringe on the back edge.
