blakers2006 is the damage at the bottom and has it been hemmed already?

maddyymel @blakers2006 The damage is on the outside tulle both on the bottom, & back/middle. Would recommend replacing that full tulle layer. This has been professionally tailored to include the French bustle & is currently bustled up, but can be released. I didn’t personally hem this but unsure if it was hemmed. I can measure when I’m home later if that works.
