@madgeonline it measures 31" unstretched. Definitely intended to stretch a bit. I'd recommend you reference the underoutfit size chart on their website.
It does have extenders with it!

I read their size chart and this is the size they recommend for me. Unfortunately, I can’t afford it right now! Fixed incomes suck! Did it not fit you? It got really good reviews!
