This is a small Japanese dragon netsuke, probably vintage. The body is a creamy white color with details of the face and scales highlighted in black. It is unsigned. Traditionally used in Japanese fashion to hang pouches or inro (medicine boxes) from the obi sash. It has a functional hole known as a himotoshi for a cord.
