Put to pit its 18 inches (this is with the gathers from the neck not pulled taut) with the gathered pulled tight it’s 20 inches. Waist is 20 inches but it can be cinched tighter. The length is 50inches

Is sizing US or UK?

It’s a size 10UK but I find that Toast’s sizing runs large. I’d say it compares to a UK12 in Damson Madder or Lucy & Yak sizing but I’d compare the measurements listed to similar garments that you wear comfortably. The waist can be loosened or tightened but the chest measurement cannot.
