Yes, it has some stretch to it not much. And no, you cannot control the waist by the tie they're more just decorative.

I think its actually from h&m. It's so pretty but I don't know how it will fit my waist haha I gotta think about it

It might be, but I don't know why I thought I bought this at Old Navy. I do love it and I did wear it a lot, but I no longer have a role where I need to get dressed up. Lol it is really cool and it's super comfortable, but I get it. If you change your mind, the lowest I'll go is 13.
