Hi! This can’t be worn inside out, but more like it looks the same on the front and back so it can just be pulled on.

@rmink1119 waist measurement is 11 3/4 laying flat. It is an elastic waistband. Hip measures 19” at the widest part but id say it comfortably measures 17” at where i would imagine hips to be. The 19” feels like it would be too low on the garment.
