@serarose Sorry for my delay in responding. It has been a crazy Friday. The fabric is not stretchy. The skirt has three layers- a floral-print slip, a crinoline, and a sheer overlay with 3-D flowers. The waist measures 14 inches across.

@serarose I am a size 34 B and the dress fits me snuggly. It measures slightly more than 14 inches at the bust. I wish I could be more helpful
