This is a vintage brass bell with a sailor / fisherman / sea man / captain handle on the top. PLEASE NOTE: It does not have a clapper in the bell, so it's a pretty decor piece but does not function as a bell. H: 6 1/2 inches. About 3 inches in diameter. It's got a heavy weight to it.
