Vintage Chatty Cathy doll 1964 1983 Mexico or other? Blonde

This is a vintage talking doll. She has some type of a hole in her right hand. Pink shoes that are not removable. Her body says Mattel ink 1964 Mexico. Back of her head says Mattel Inc. 1988 Mexico. When you pull the string, she does talk. I cannot make out what she says. Her face is dirty. Her hair needs to be styled. She is blonde. Her body has her arms and legs. Everything swings like it's supposed to her left arm is a little loose.
