NWOT Black and White Polka Dot Dress/Blouse

Chic black blouse with white polka dots. Features a stylish bubble skirt and middle detail with rosettes and long sleeves. See through on top. I am 5’8 and could’ve worn as a mini with tights or as a blouse but it is super flattering around the waist and the bubble works for the thighs!
