Vintage Sheath Dress with full length jacket

Another of my mother's handmade fancy dresses. There's not a lot of information on the tag (see photo). My guess is it's another size 10: the waist measurement at the belt loops is 30" and the length measured from the shoulder seems to hem is approximately 24". The belt itself is missing. My guess is the dress fabric is a have polyester crepe. The material of the jacket is different and of a heavier woven fabric. There has been fading and some staining of the fabric - see photos. The original color appears to have been a very light blue, almost cream-colored.The Peter Pan collar is rolled at the front and fastened with a fabric-covered button and fabric loop closure. The domed buttons on the jacket are covered in flashy rhinestones. Metal snaps are placed to ensure the front of the jacket remains closed without gaping.
