Hi! Would you mind measuring the waist and length of the shorts please?

The shorts have an elastic waistband that measures 13in flat and 17in max on stretch. Length of short from waist to bottom seam 11 inches and 12 inch at the ruffle.

Does the top loosen/un-cinch so it isnβt as short/cropped in the middle?
