Do the shorts run big? I’m normally a size 4 but curious on the oversized amount. Would it be to measure flat across the lower hips?

Also I purchased these as a size 25 but postpartum I’m more of a 27/28 and they still have plenty of room. I was swimming in them at size 25, which is why they’ve never been worn
