Vintage Blue Birds Cameo Brooch Hand Made Yellow Violet Flowers Artisan Signed

Vintage Artisan Hand made oval cameo brooch with blue birds and yellow flowers, possibly violets. Signed by Artist (Janet?) and marked "73" which I'm assuming is 1973. I think this may have been an art project/jewelry kit where the pieces were assembled and clear finish was brushed over the supplied artwork. Brooch is set in a very solid, heavy weight scrolled frame. Good used condition; there is a small chip on the edge of right side (see last pic) and a smudge that might be artist's signature (second to last pic.) Absolutely charming!
