What is the PTP measurement and the shoulder to hem measurement? Are the sleeves stretchy or tight by the biceps? Is the wool scratchy or soft? Thank you kindly:)

@honeoye Additional measurements have been added.
It stretches when I pull it but that does not indicate how snug it would feel on an arm. It is a pretty tight knit.
I don't think the sweater is scratchy at all.
