Are these elastic only at the waist and what’s the inseam and do those cuffs at the bottom come down or unroll?

@krystalarmand there is elastic in the waistband but it's not super stretchy, there is no other elastic. It does roll down however, the hem is not pretty as it is designed to be rolled. The inseam rolled is 25.5" unrolled is 29"
