Hello, the 28” waist is elastic correct? Is it 14” across, laying flat? Also, is the skirt very full? It appears to give a slender silhouette, which is what I’m looking for. Thank you!

Yes 28" elastic waist, measured flat unstretched. Will stretch for a larger waist. Yes, it is more of a fit and flare shape: slim at the hip then slight flare at the ruffles. I would not consider it a full skirt.
