I think this may have been sold in a craft project kit in the 1970s or so. Appears well crafted, padding firm and evenly spaced, seams appear intact. Hanger (plastic loop sewn in) on back - puts the candy cane at the top. NOTE: The white ribbons are held in place by stick pins, so you could switch it out for a red or green ribbon.
