heidj What is the measurement across the hips? Does the material have any stretch?

nire81 @heidj, Hi. Returning for the holidays. So the skirt has a high waisted design. The top hem opening of the skirt is 14”. The landing where the hips land is 18” when flat or 36”circumstance, with room to give or take depending on one’s stature. The bottom brim opening is 19.5”. Skirt Length in totality is 21.5”.
