This is, I think, a skirt, but it could also be worn as a cape. If you wear it as a cape, the back will be a little bit higher up than usual it doesn't really go all the way down to the ground. It's 40 inches total and the front is longer because of the cut. If one is a skirt, it is wrapped around the waist a couple of times. There is a tie at the top of the waist. There are a couple of small flaws on it. Please see photos.
