Chicos navy blue eyelet midi dress NWT Can be worn on or off the shoulder. Fully lined except for sleeves. Two panels under bust. Neck and sleeve hem have elastic ruffle detail. Generous, loose fitting. Purchased at full price,as I love the style, but I lost weight before I could wear it. It looks black in some of the pictures, but it is Navy Blue!!
